ARC not growing, even when there is plenty of freemem

Symptoms
System is seeing very poor ZFS I/O performance.
Nothing is set in /etc/system file, like zfs_arc_max or zfs_arc_min.
Enough free memory can be seen by memstat:
Which essentially means there is 52GB of RAM which is unusable, even ZFS ARC tries to stay above swapfs_minfree
