Host access filtering not working with proftpd using Tcp-wrapper (Doc ID 2366797.1)

Symptoms

Customer need to restrict ftp connection via tcp-wrappers in Solaris 11.3, the hostname/ip addresses allowed/denied to access ftp server are added to /etc/hosts.allow and /etc/hosts.deny files respectively but not able to restrict ftp connection to Solaris11.3 server.
