Users receive Error "Fault String - Maximum Number Of Sessions Has Been Reached" when Launching Provisioned Application within Secure Global Desktop

A user reports that their attempts to launch multiple instances of a provisioned application from their Secure Global Desktop (SGD) webtop, and is presented with the following error message:
Application: .../_ens/o=applications/cn=Fancy Demo Desktop
Fault Code: Server.MaxInstances
Fault String: Maximum number of sessions has been reached.
