Oracle HSM (SAM-QFS): Not archiving When Large Amount of Rearchiving is Initiated- "waiting for resources" (Doc ID 2384142.1)

Symptoms

The archiver is not archiving files in an aggressive manner and appears to only re-archive using one tape drive, while letting the archive queue fill up.

Changes

Customer initiated a large amount of files for rearchive. This has been seen to cause the archiver to claim that it is 'waiting for resources'. Unfortunately, it does not specify what resources.
