Oracle HSM (SAM-QFS): Not archiving When Large Amount of Rearchiving is Initiated- "waiting for resources"

Information in this document applies to any platform.
Customer initiated a large amount of files for rearchive. This has been seen to cause the archiver to claim that it is 'waiting for resources'. Unfortunately, it does not specify what resources. Check for all of the typical issues that could prevent archiving such as available tapes and tape drives. If everything appears OK but no archiving or re-archiving is occurring, and there is a large backup of files to be archived / re-archived, then reduce the number of rearch file and restart the archiver.
The archiver is not archiving files in an agressive manner and appears to only re-archive using one tape drive while letting the archive queue fill up.
