After Upgrading from 6.2 to 7.4 Unable to Log Into System at First Login (Doc ID 2385609.1)

Completed an upgrade from 6.2 to 6.4 to SCZ740m1p6. Now, at the first login the user enters the default password 'acme', which automatically prompts to enter a "NEW Password" to conform to the new password standards. The user enters a password that conforms, but receives an error ( see below ) and is unable to access the system. The user is on the Serial console during this procedure.

Password: <Enters Default 'acme' password >
% Only alphabetic (upper or lower case), numeric and punctuation
% characters are allowed in the password.
% Password must be 8 - 64 characters,
% and have 3 of the 4 following character classes :
% - lower case alpha
% - upper case alpha
% - numerals
% - punctuation

Confirm New Password:
Another session has already set the user password,
this password was not saved and access has not been granted.
Please attempt to access this privilege level again.
