After Upgrading from 6.2 to 7.4 Unable to Log Into System at First Login (Doc ID 2385609.1)

Symptoms

Completed an upgrade from 6.2 to 6.4 to SCZ740m1p6. Now, at the first login the user enters the default password 'acme', which automatically prompts to enter a "NEW Password" to conform to the new password standards. The user enters a password that conforms, but receives an error ( see below ) and is unable to access the system. The user is on the Serial console during this procedure.
