Trouble booting new zone - Giving error: unable to load zone datalinks: permission denied (Doc ID 2387497.1)

Goal

Issue booting up new zone. It gives error as below:
root@host1:~# zoneadm -z zone1 boot
zone 'zone1': error: unable to load zone datalinks: permission
denied
zone 'zone1': cannot unmount '/system/zones/zone1/root':
Device busy
zone 'zone1': ERROR: unable to unmount
/system/zones/zone1/root.
zone zone1': ERROR: Unable to mount zone root dataset.
zoneadm: zone zone1: call to zoneadmd(1M) failed: zoneadmd(1M)
returned an error 1 (unspecified error)
