Guest LDOM vnets Performing Slowly / Connectivity and Reliability Issues Between Other Local Guests and Remote Systems (Doc ID 2403641.1)

Symptoms

One particular guest domain was experiencing serious problems with network reliability and performance. 

Symptoms included:

    - inability to connect via ssh or with other applications to a peer guest domain within the same system (shared primary domain)
   -  seriously slow throughput when testing (with uperf, iperf or netperf micro-benchmarking tools, for example) to an external host - 1.6Mbits/sec through a vsw which is associated with a 2x10Gbps aggregation (on a T5-2) is representative of this issue.

Meanwhile, with the same uperf, another guest domain within the same system achieves 8.75Gbps.
