Symptoms

Customers upgrading to OCSM 4.0. (4.0.0.1.0 or 4.0.0.2.0) from 3.4 or 4.0 and/or restoring a Configuration SavePoint that includes Number Determination Rules (NDR) find that NDR are no longer visible.  In addition, attempting to add NDR gives no error, but are not visible.
