ACSLS Is Not Cleaning New LTO7 Drives

Symptoms
Customer installed new 8.4 ACSLS and some new LTO7 drives in a SL3000 tape library
After a month, they have not seen any cleaning requests and no cleanings have been done to any of these tape drives, even though they have been heavily used.
The SL3000 tape library does not have self cleaning enabled so the ACSLS config is set up to do tape drive cleanings.
The Enable Transport Auto Clean Option is set to TRUE.
They have not seen any drive cleaning messages sent to LMU.
Changes
Customer installed several new IBM LTO7 tape drives and cleaning tapes.
