The Library and ACSLS are showing the same amount of active cells. This is the maximum amount of cell that are available in this library configuration.
Backup software (Networker) showing a different (lesser) number of cells.
Please contact your backup software support to determine your licensing agreement with them on how many cells you have access to.
Symptoms
SL8500 shows 1500 slots but is only presenting 1106 to backup software.
Library sees 1500 slots
ACSLS sees 1500 slots
Networker sees 1106 slots
