HA Failover Fails On New ACME 4600 (Doc ID 2426133.1)

Goal

On : Acme Packet 4600 ECZ8.0.0 Patch 2 (Build 90)

Recently installed HA pair of 4600's having a problem with gateway unreachable on primary SBC. Customer would manually clear the alarm so that it could be made active.  When the primary SBC is made active, calls are failing with 408 messages and RTP is dropped for existing calls on switchover from the secondary.

When the secondary is active, calls are fine.
