Incorrect tape subpool being selected for mounts

The JCLESOT is a bit of a special parm.
The esoteric that is specified in the JCL is available to SMC during allocation.
However, the z/os control blocks that contain this parm are no longer around when the IEC501A mount message is issued.
This means that when SMC does the TAPEREQ lookup at mount time, the esoteric that was specified in the JCL is no longer available.
Symptoms
Running a job that appears to be matching on an incorrect TAPEREQ, selecting an incorrect POLICY, which then selects an incorrect SUBPOOL.
The TAPEREQ that was matched at the time of allocation is not matching at the time of the mount request and the default TAPEREQ is being used to influence the tape subpool that is used.
