DSR Dynamic Peer Discovery Creates Only One Peer From Two

While configuring the Dynamic Peer Discovery feature, the DSR does not create second Peer after DNS discovery.
After first activation DSR creates only first peer. We can see that there is no type SRV information about second peer in DNS answer.
After deactivating and second attempt DSR creates only second peer. First request is the same as during the first attempt. Answer is exactly the same. But then DSR sends second DNS request, trying to get type SRV information for second peer (wonder why it does not do that during first attempt). And after getting the type SRV information for second peer, DSR creates only second peer. So, why does it always creates only one peer from two?
