Translation Rule Not Working Properly

Goal
We have created the translation rule given below.

Management asked us to remove 011 access from all SBCs due to some Audit constraints, we created a translation pattern where 011 is getting replaced with 999, so that any call which is carrying 011 as prefix will be replaced with 999 and call will get denied at SBC level itself. But translation pattern not working as expected, it is getting applied for complete numbers. (e.g. if one number is having XXXXXXX011, the last three digit also getting replace with 999 not prefix.)
