Capacity Configuration Set shows inconsistent Throttling? (Doc ID 2441186.1)

Goal

A Capacity configuration Set with a configured Maximum ingress MPS is applied to a connection.
The ingress MPS for the connection is viewed on the screen Diameter->Maintenance->Connections.
Why does it at times show that the ingress MPS for the connection is above the Maximum ingress MPS configured in the Capacity Configuration Set?
