Cannot Connect to the ILOM Service Processor GUI: resource (xxx.xxx.xxx.xxx) is online but isn't responding to connection attempts (Doc ID 2443286.1)

Symptoms

You can ping the service processor (SP) by it's IP address, and you are able to connect to it via ssh.
However you are unable connect to SP's ILOM Web Interface via your browser.
Your Windows Operating System may show text similar to "This page can't be displayed" and/or a Troubleshooting report that shows text similar to "resource (xxx.xxx.xxx.xxx) is online but isn't responding to connection attempts." as shown here:
