ACSLS - Mount Requests are Timing Out and ACSLS is Reporting "No port online" (Doc ID 2448505.1)

Symptoms

ACSLS is up and the server is running but the library is not responding when ACSLS tries to connect to it using the testlmutcp and the cmd_proc VARY command.

The acsss_event.log shows "No port online" error message.  The 'query port all' command in cmd_proc shows all ports are offline.

The SLC is also not able to connect to the library.

'ping' says the library is alive.

The acsss_event.log is full of mount errors like this:
