Solaris 11.3 - SSH passwordless authentication does not work for LDAP users without password (Doc ID 2452565.1)

Symptoms

The customer is unable to authenticate SSH passwordless when LDAP user has no password set.

If the password for the LDAP user is set then the SSH passwordless authentication works.

For local users ssh passwordless authentication is working fine if the password is set or unset.

On Oracle 11.3 SRU 16 the SSH passwordless is working for LDAP user if the password is not set.
On Oracle Solaris 11.3.28.4.0 it does also NOT work
On Oracle Solaris 11.3.22.3.0 it does also NOT work.

The LDAP server version is:
Sun-Directory-Server/11.1.1.7.3_NK_24616187_25403680_26129483.
