Symptoms

SBR has alarm 19800 Communication Agent Connection Down from all 3 SBRs (active/stdby/spare) in the new server group.
Each SBR alarm report showd GN_INFO indicating "down connections = 1"

Changes

 Site newly installed and/or PCA recently activated.
