SLIC card built as Service Module with type = SLIC the DSM / EPAP connections are not coming up. (Doc ID 2459567.1)

Goal

I am running STP release 46.5.1.0.0-70.45.1 which has EPAP running. I replaced a SM4G card with SLIC card, and executed the following steps below. (As in a MOP Oracle delivered)

inh-card

init-flash:loc=1207:code=appr:gpl=BLSLC32
act-flash:Loc=1207
alw-card:Loc=1207

But the card is not available with SST "MPS Unavl", below is the status of the card and the MPS...please let me know if there is any steps missing.
