To create a header manipulation to modify the "TO" Header for the calling party in a SIP registered line based on 18X message Contact Information.

Sample change in "TO" Header should look like below:

Before HMR: To: sut <sip:xxxx@192.168.x.x:5060>;tag=6

After HMR: To: "John" <sip:xxxx@192.168.x.x:5060>;tag=6
