OBIEE 11g Report Does Not Display Data With Error "Fatal SSL Error at OCI call OCIServerAttach"

Symptoms
OBIEE report does not display data, while on the web browser it display the error message like below.
Error Codes: OPR4ONWY:U9IM8TAC:OI2DL65P
State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred. [nQSError: 43113] Message returned from OBIS. [nQSError: 43119] Query Failed: [nQSError: 17001] Oracle Error code: 28860, message: ORA-28860: Fatal SSL error at OCI call OCIServerAttach. [nQSError: 17014] Could not connect to Oracle database. (HY000)
In sqlnet.log file in OBIEE server, the error message is as below.
