CRS does not start on one ODA node if the other ODA node is down (power off)

Symptoms
This in an BM ODA X7-2 HA configuration:
Node #0:
B) If both ODA nodes are powered on, then CRS starts on both nodes without problems, if we shutdown CRS on one node#0 or node#1 then CRS remains up on the other node (no problem here too).
C) However, If only one ODA node is powered on and the other node remains power off, then CRS does not start on the active node (powered on node), the node starts but CRS does not start until the second node is powered on as well. (this is the problem).
