Oracle Communications Session Monitor Packet Inspector Does Not Work After Upgrading to 4.1 (Doc ID 2474756.1)

Symptoms

If Packet Inspector is enabled prior to upgrading to OCOM 4.1 (from 4.0 or 3.4), after upgrading, users find that it no longer works e.g attempting to query a certain data range shows the error:

Sorry.  An error occurred while processing your request


Review of the messages log file (/var/log/messages) has entries:
