Import Policy Xml From 12.1 Into 12.4 CMP - Space Not Supported

Symptoms
The policy export from a 12.1.1.2 CMP cannot be imported back to a 12.4 CMP. The following error is seen:
Name No Event Triggers has unsupported character. By default, only alphabet, number, dot, hyphen(-),underscore(_) are supported. Failed to import 1 Policy(s).
It seems the "space" character is not supported in Policy Name, however it is not mentioned in the 12.4 Policy Wizard Reference.
The following information is found in the Policy Wizard Reference, where space is not mentioned:
Assign a unique name (uniqueness is not case sensitive) to the new policy rule.
Note: The name can be up to 255 characters long and cannot contain the following characters: < > \ ; & ' " =
Changes
The change in environment is from a CMP running 12.1.1.2 release to a CMP running 12.4 release.
