Cannot Start CRS On Two Database Zones (Doc ID 2488383.1)

Symptoms

The CRS is failing with the error messages below when starting it. This issue is affecting the current super cluster patching activity.


root@host01:~# $GI_HOME/bin/crsctl check crs
CRS-4639: Could not contact Oracle High Availability Services

root@host01:~# $GI_HOME/bin/crsctl start crs
CRS-4124: Oracle High Availability Services startup failed.
CRS-4000: Command Start failed, or completed with errors.

oracle@host01:~$ $GI_HOME/bin/crsctl start crs
CRS-4563: Insufficient user privileges.

CRS-4000: Command Start failed, or completed with errors.

root@host01:~# $GI_HOME/bin/crsctl start crs
CRS-4640: Oracle High Availability Services is already active
CRS-4000: Command Start failed, or completed with errors.
