User Devices Don't Display In OCOM

Symptoms
Oracle Communications Session Monitor (OCSM) users find that when clicking "User Devices" not only are User Devices for Registrations not shown, the Device List is empty.
Reviewing the Call Trace confirms that the REGISTER events contain the "User-Agent" header e.g.
