Symptoms
In SR-IOV mode, when one VF is reset or its link is brought down, it
affects the other VFs as well - the work queue entry (WQE) is locally
rejected with link down error.
In a LDOM configuration there are multiple domains configured using SR-IOV.

any of the domains above are rebooted (they are booted from network)
