Why Does the Setup Start Time Have a Different Timestamp to the First INVITE on Some Calls? (Doc ID 2523386.1)

Goal

When looking at Call Info, it is found that on some some calls, the Setup Start Time has a different timestamp than the first INVITE.  For example:

NOTE: The ME and probe have Time Synch Configuration enabled as per:
