Load Balanced Applications are Not Routed to Hosts that were Disabled and Renabled within Load Balancing Group

Symptoms
The Administrator of a Secure Global Desktop (SGD) Deployment reports that launches of a Load Balanced application are not attempted on an Application Server where application launches have been temporarily disabled, and later re-enabled.
This behavior was originally observed while reviewing the distribution of active application sessions within a load balancing group, and finding that any server that had been temporarily disabled for maintenance, and then re-introduced the group was not being used for subsequent application launches.
After enabling additional diagnostic logging, messages like the following were captured within system logs:
