SGD Services Take a Long Time to Start after Install or Upgrade, with Message "Generating DH Parameters"

Symptoms
While testing the Secure Global Desktop (SGD) upgrade process within a lab environment, the SGD Administrator may find that services take a very long time to start. This period may range from minutes, to hours.
During this delay, the server may report that it is generating a new key, and that this process "is going to take a long time."
Note: On some platforms, this delay presents within the initial start of the web server, as shown during the installation progress window:
