DSR Feature DOIC Not Behaving As Expected

Symptoms
DSR sends OC-Supported-Features in the request message and PCRF sent OLR AVP in the CCA-I and DSR is relaying back to PGW even in reacting mode.
Per Oracle documentation:
Flow of a DOIC DCA (Client + DSR As Reacting Node)
1. Client sends Request + OC-Supported-Features. When DSR is acting as a DOIC Reacting Node, any OC-Supported-Features AVP(s) in the ingress Request should be removed (AVP removal list)
2. DSR inserts an OC-Supported-Features AVP in ALL outgoing request messages with the same Host ID/Appl ID
3. The server will insert its own OC-Supported Features AVP and any Overload Report(s) into the answer for any request that contains a DOIC AVP
4. DSR processes and removes any DOIC AVPs from the Answer message before sending it back to the client. Hence, ONLY DSR maintains a DOIC relationship with the server
The fact that the OLR DOIC AVPs are being sent to client violates this behavior.
