Installation at Platform Setup Application (PSA) never stops at Install option (Doc ID 2550637.1)

Symptoms

Install of Oracle Communications Session Monitor (OCSM) 4.1.x.x as per;  https://docs.oracle.com/communications/E99929_01/doc.41/e99931/ins_install.htm#SMING96242  is completed. 

During the Configuration via Platform Setup Application (PSA) as per;  https://docs.oracle.com/communications/E99929_01/doc.41/e99931/ins_install.htm#SMING96242 after going through all settings,

instead of going to the "Install" setting as seen at; https://docs.oracle.com/communications/E99929_01/doc.41/e99931/ins_config.htm#SMING96166

It skips past it. It is not possible to reach the Install option.
