NFS Server can't Share - "Shareall Is Not Sharing" (Doc ID 2563309.1)

Symptoms

A Solaris system can't share file systems over NFS, and the  svc:/network/nfs/server:default SMF service remains disabled - even after it is explicitly enabled.   Therefore the nfsd and mountd daemons are not running.

A share of a filesystem - or the shareall -F nfs command,  which should share everything in /etc/dfs/dfstab - isn't producing any shares. 

After attempting a share (which does not produce any errors) a share command shows nothing being shared.
