Symptoms
While attempting to set the Core Count for an ODA the command is failing during verification of the ODA node TLIs.
The TLI ( system serial numbers) need to match on both nodes for the steps to apply a core key with the following error.

Prerequisites:
- Oracle Database Appliance Bare Metal
- Pre 18.x ODA version
- Creating or altering the ODA core count
- Using the command:
oakcli apply core_config_key <generated_coreKey_file>
Errors
- ERROR: The Core Config Key cannot be applied and the remote node will not be rebooted
- ERROR: The TLI numbers do not match on Node-0 and oda-0, please set them correctly and retry.
