Symptoms
Customer has implement the DNS-SRV configuration entry to forward the calls to particular partner.
SBC is always sending the request to first Destination IP and due to that they are facing the congestion.
Below is the explanation in details
All calls have been forwarded to a single IP: x1.x1.x1.x1 and due to that congestion happening in IP: x1.x1.x1.x1

Priority=10:
SBC01.test_sip._udp.oracle.com internet address = x1.x1.x1.x1
SBC01.test_sip._udp.oracle.com internet address = x2.x2.x2.x2
SBC01.test_sip._udp.oracle.com internet address = x3.x3.x3.x3
SBC01.test_sip._udp.oracle.com internet address = x4.x4.x4.x4
SBC01.test_sip._udp.oracle.com internet address = x5.x5.x5.x5
SBC01.test_sip._udp.oracle.com internet address = x6.x6.x6.x6
