Unable to use WinSCP or MOBA SFTP on SCZ8.3p7 to upload files over 200KB (Doc ID 2585818.1)

Symptoms

After software SCZ8.3p7 upgrade, User found out that the SBC is closing the connections while trying to use a SFTP to upload files over 200KB. User used WinSCP and MOBA for the tests, both of them failed. 
WinSCP is reconnecting after copying 159kb every time and start from where it left. Copying file can be successfully with multiple reconnect sessions.

However not all the SFTP clients are impacted, User tested with Linux SFTP client and found working fine. And Filezilla SFTP client works fine as well.
