High CPU consumption for svc.configd in Solaris 11.4 (Doc ID 2589574.1)

Symptoms

After the upgrade to Solaris 11.4 'prstat' reports too much CPU is consumed by svc.config process.

Example: # prstat -Z

               PID USERNAME SIZE RSS STATE PRI NICE TIME CPU PROCESS/NLWP
               15 root 84608K 80880K cpu2 20 0 0:03:25 7.764% svc.configd/38
               13 root 62088K 30136K sleep 59 0 0:00:18 0.208% svc.startd/16
