Diameter Signaling Router (DSR): Following Upgrade and Back-Out to Previous Release, Nightly Backups Do Not Occur

Symptoms
Nightly backups do not execute after server had been upgraded to new release but was backed out to previous.
Viewing the /var/TKLC/db/filemgmt/backup/ directory content reveals that no new backups have been created. Last one is at the normal time (default standard is 02:15 AM) as all others but the most recent date coincides with the last day before the system was backed out to previous DSR software release.
Changes
Server was upgraded from one DSR software release to another, but subsequently the upgrade was backed out to the previous release (i.e. Reject Upgrade) before Accept Upgrade could occur.
