Symptoms

Various network monitoring commands are hanging -  netstat -rn,   netstat -an,  and pings - do not respond, upon a boot up as a VCS cluster node - with the public cluster IP address configured. 

Changes

 No changes, except that the application(s) involved (Oracle DB instances in this case) have not yet been started at the time the network monitoring commands are being run.   The customer was in the midst of re-configuring their network, moving the affected host IP addresses to another VLAN/subnet.
