The startnms.sh Command Is Not Responding After E5-MS Installation

Symptoms
During the upgrade of E5-MS R46.3, the installation of E5-MS software successfully completed with no error. But, the startnms.sh command is not responding.
Tested with user root and non-root, the command just exited with no return error code or messages. There is no disk space issue observed.
System is on Oracle Linux Server release 7.4 and Java 1.8.0.
