Upgrade to 8.x failed on first server - NOAM - preventing any progress

In the upgrade.log, found entries indicating write failure due to inability to open files:

Signature from upgrade.log:

...upgrade proceeding as normal within the log, then see entries like the following:

Key signature: i=0ERROR: E_MFILE: cannot open

Upgrade to an 8.x or later release.
