DSR Secondary Path On Specific MPs Does Not Work (Doc ID 2645725.1)

Symptoms

On MPs B and C, the secondary path of SCTP multi-homed connections via eth12 is not receiving traffic.

Heartbeat requests can be seen leaving eth12 and heartbeat ack can be seen arriving at IPFE A2 eth12 but the acks never reach MPs B or C.

This affects all connections on the aforementioned MPs.

If the connections are bounced and they appear on MP A or D, the secondary path works as expected.

Issue can be verified by looking at the pcap where the IPFE-A2 is not sending back the HB-ACK being sent by the client towards the mp-b over the secondary path.
