Fraud Monitor Is Not Reporting Incidents When Calls Are Blocked (Doc ID 2648245.1)

Symptoms

Fraud Monitor is configured to communicate with Session Monitor, SDM, and SBC servers to block calls. Fraud Monitor is not reporting incidents when calls are blocked. Yet the SBC server does.
Specifically, Fraud Monitor is not reporting when a telephone number in black list gets blocked by the SBC.
