HSM: snmptraps Not Being Logged (Doc ID 2665897.1)

Symptoms

Customer running HSM 6.1-04 patch level (build id 6.1.52).  After the setup of sendtrap according to Chapter 11 of the HSM 6.1 Installation and Configuration Guide titled "Configuring Notifications and Logging", they find that the expected logs entries and snmptraps are not being created.

An excerpt below of /var/adm/messages shows the device down condition was produced but the sendtrap log does not register this event and is empty.
