On : 18.x version  - Reimaging an ODA to 18.5.0.0.0 it fails with "Storage Shelf Not Visible"

"unexpected issue "Storage Shelf not visible" after starting oakcli deploy

CPU_0 is faulty per ILOM snapshot
EBOD 1 of 2 missing
