Exalytics: Unable to start OracleBIClusterControllerComponent successfully in OBIEE

Symptoms
OBIEE11g and EPM 11.1.2.4 applications are installed and running on Exalytics bare metal server.
After an unexpected OBIEE11g application outage OracleBIClusterComponent is failing to start.
opmnctl startall command shows below error:
opmnctl stopall: stopping opmn and all managed processes...
opmnctl startall: starting opmn and all managed processes...
