Tape Drive Will Not Mount and Become Ready After Solaris 11.4.24 Upgrade (Doc ID 2710852.1)

Symptoms

Right after upgrading Solaris from 11.4.23 to 11.4.24 (SRU 24), HSM would request a VSN, attempt to load the volume but never come ready.   The 'samcmd t' output will continue to say "loading" or "mounting" but never become "ready".

Customer also observed some even stranger behavior, of HSM showing the same VSN loading into multiple drives at once, without actually doing anything and nothing logged into the tape device logs.

The 'samcmd t' output shows the following:

After rebooting the OS and starting HSM cleanly, it tried to load two tapes for archiving and soon the drives got stuck with the message "Loading" and nothing shown in the /var/opt/SUNWsamfs/devlogs again. Customer tried switching a drive off/on via HSM, restarting HSM several times, rebooting drives with SL Console and even rebooting the direct attached SL3000 but the problem persisted.
