Goal

A new IPFE-Responder connection does not come up when enabled.  It may appear that IPFE is not forwarding inbound SCTP INIT (or TCP SYN) to selected DA-MP, but close review of wireshark trace can reveal that L2 forwarding occurs.  However, both wireshark traces and RX port counters on the DA-MP confirm that the packet never arrives.
