DSR Hourly Scheduled 15 minute Arrayed Measurement Report Contains Five Intervals Instead of Four (Doc ID 2726792.1)

Goal

When I schedule the Measurement report export (any report) in DRA.

I set the time as follow:
Time Interval: 15min

Time Range: 1 Hour

Export Frequency: Hourly

Export at Minute: 8

What I am understanding is that, it will create a csv with 4 timestamps as :05, :50, :35, :20. However, it created 5 timestamp includes both :05 from the previous and current hour?

If I change the Export at Minute to 0, it show :00, :45, :30, :15. It shows 4 now (which we expected) where it doesn't include the :00 from the current hour.
